Access to drinking water and public perception of service quality in rural areas

Access to drinking water is a fundamental human right and a key indicator of sustainable development, particularly in rural areas where structural inequalities persist. This study aimed to analyse the perception of residents of the San Mateo parish, Latacunga canton (Ecuador), regarding the quality of drinking water services, in order to identify strengths, weaknesses, and challenges associated with local water resource management. The research employed a descriptive quantitative approach and administered structured surveys to a sample of 60 users of the drinking water system, selected through simple random sampling. The instrument, validated by expert judgement, assessed three dimensions: water quality, service continuity, and user satisfaction. Data were processed using descriptive statistics and frequency analysis to identify patterns in public perception. The findings revealed a moderately positive perception concerning service continuity (55%) and water pressure (48%). However, critical issues were identified in institutional management, particularly in response times to system failures, where 40% of participants reported dissatisfaction. Additionally, 25% expressed concerns regarding physical characteristics of the water, such as odour, colour, or taste. The study concludes that ensuring equitable and sustainable access to drinking water in rural areas requires strengthening institutional capacity, promoting transparency, and consolidating community governance mechanisms. It is recommended to implement continuous monitoring, technical training, and participatory spaces focused on sustainability, public health, and territorial water justice.
